Senate Passes Two Key Tax Reform Bills

The Nigerian Senate has approved two out of four proposed tax reform bills aimed at overhauling the country’s tax system and enhancing revenue generation.

During the plenary on Wednesday, lawmakers adopted the recommendations of the Senate Committee on Finance, chaired by Senator Sani Musa, to pass the Nigeria Revenue Service (Establishment) Bill, 2025, and the Nigeria Tax Administration Bill.

The Nigeria Revenue Service Bill seeks to repeal the existing Federal Inland Revenue Service Act, thereby establishing a more robust agency for tax collection and oversight. The Nigeria Tax Administration Bill, on the other hand, outlines a comprehensive framework for assessing, collecting, and accounting for revenue at all levels of government—federal, state, and local. It also clarifies the powers and responsibilities of various tax authorities.

Presenting the committee’s report, Senator Musa said the bills are part of broader efforts to modernise Nigeria’s tax laws, boost institutional efficiency, and improve compliance and accountability in the tax system.

Deputy Senate President Jibrin Barau praised the passage as a significant achievement, noting that while the process began with disagreements, the creation of an Elders Committee helped resolve contentious issues through consultation and compromise.

Senate President Godswill Akpabio also commended the Finance Committee and stakeholders for their diligent work, expressing confidence that the reforms would transform Nigeria’s tax landscape. He assured Nigerians that the new laws are designed for nationwide benefit, dismissing concerns of regional bias.

Akpabio further revealed that the remaining two bills the Joint Revenue Board (Establishment) Bill, 2025, and the Nigeria Tax Bill will be considered during Thursday’s plenary session.
