NASS Passes Police Institutes, Trust Fund Amendment Bills

National Assembly Approves ₦1.15 Trillion Domestic Borrowing Plan

The Nigeria Police Force (NPF) has marked a major milestone in its reform and modernisation drive following the passage of two key legislations  the Police Institutes Establishment Bill and the Nigeria Police Trust Fund (Amendment) Bill, 2025  by the National Assembly.

The landmark enactments, now signed into law, are expected to transform the structure, funding, and professional standards of the Force, creating a more accountable, well-trained, and better-equipped police institution capable of meeting contemporary security challenges.

The Police Institutes Establishment Act consolidates and modernises all police training and research institutions nationwide, providing an enhanced administrative framework and an expanded academic scope. It also aligns the Force’s training curricula with international standards in leadership, investigation, technology, and community policing.

Similarly, the Nigeria Police Trust Fund (Amendment) Act strengthens the Force’s financial and administrative base, promoting fiscal transparency and sustainability. It ensures consistent funding for training, logistics, equipment, and personnel welfare long-standing challenges that have affected operational effectiveness.

Together, the new laws are expected to address decades of gaps in training, infrastructure, and welfare. They will also facilitate the upgrade of police academies, promote research and international collaboration, and improve officers’ working conditions, including health, insurance, housing, and career development.

Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM, commended the National Assembly for its “patriotic commitment” to strengthening the Police through legislative action. He also expressed gratitude to President Bola Ahmed Tinubu, GCFR, for assenting to the bills, describing the move as a “bold reaffirmation of the administration’s dedication to modernising and professionalising policing in Nigeria.”

The IGP assured Nigerians that with the renewed legal and institutional framework, the Force would intensify efforts to raise its training standards, nurture world-class officers, and deliver efficient, transparent, and citizen-centred policing services.

Egbetokun emphasised that the development signifies not only progress for the Nigeria Police Force but also “a victory for national security, professionalism, and public trust.”
