Cross River Assembly Passes Irrigation, Dams Bill to Boost Food Security

The Cross River State House of Assembly has passed the Irrigation and Dams Authority Bill, which aims to guide the design, procurement, management, and regulation of irrigation systems, dams, and reservoirs to ensure efficient water resource utilisation across the state.

The bill, which now awaits the assent of Governor Bassey Otu, followed deliberations based on the report of the Joint Committee on Agriculture, Natural Resources/Forestry, and Water Resources/Sanitation. The committee had previously been tasked with conducting an in-depth review of the proposed legislation after its first and second readings.

Speaker of the House, Elvert Ayambem, commended the committee for diligently concluding the legislative process and expressed confidence that the Governor would assent to the bill, noting that it would contribute to the delivery of democratic dividends to the people.

Presenting the report, Chairman of the Committee on Agriculture, Natural Resources and Forestry, Bette Obi (Boki I Constituency), highlighted the anticipated benefits of the legislation. He explained that beyond promoting mechanised agriculture and enhancing food security, the law would create employment opportunities and foster agricultural research.

Obi added: “This legislation is expected to transform agricultural practices in Cross River State and enhance capacity for increased food production. It sets the stage for a new approach to farming in the state. In the coming years, Cross River will be recognised as a model for sustainable food production, and this Honourable House will be acknowledged for laying the foundation.”

Lawmakers unanimously supported the bill, describing the Cross River State Irrigation and Dams Authority Law 2025 as both timely and vital to the state’s development.

Prior to its passage, a public hearing was held at the Assembly Complex, where key stakeholders, including the Commissioner for Agriculture and Irrigation, Mr Johnson Ebokpo, expressed support for the legislation.

The Irrigation and Dams Authority Law 2025 comprises 17 sections and a schedule. It was sponsored by Odey Wonah, Member representing Yala I Constituency.
