Sudan’s Military Leader Appoints Acting Prime Minister

Sudan’s army chief, Abdel Fattah al-Burhan, appointed veteran diplomat Dafallah Al-Haj Ali as acting prime minister on Wednesday, following the military’s recapture of large portions of Khartoum from rival forces.

A statement from the council confirmed that Burhan, who also chairs Sudan’s transitional sovereign council, approved the appointment of current ambassador Omar Seddik as the country’s new foreign minister.

These appointments follow significant military advancements. In March, the Sudanese army ousted the paramilitary Rapid Support Forces (RSF) from most of Khartoum, marking a key turning point in the two-year conflict that has divided the country into competing zones of control. Despite this setback, the RSF continues to hold strong in parts of western Sudan.

The war, which began in April 2023, originated from tensions surrounding the integration of the RSF into the regular armed forces. The two factions had previously cooperated in the ousting of a civilian-led transitional government after the 2019 removal of longtime autocrat Omar al-Bashir.

In February, Burhan indicated plans to amend Sudan’s interim constitution. Military sources suggest that the revisions would remove any references to power-sharing with civilians or the RSF, consolidating authority under the army. Under the proposed changes, the military would appoint a technocratic prime minister with the power to form a cabinet.
