Reps to Probe NECO over Alleged Extra-Budgetary Spending

The House of Representatives has resolved to investigate the National Examination Council (NECO) for alleged extra-budgetary spending without proper legislative approval.

The decision followed the adoption of a motion moved by Rep. Amobi Ogah (LP–Abia) during Thursday’s plenary session.

Presenting the motion, Ogah cited Sections 88 and 89 of the 1999 Constitution (as amended), which empower the National Assembly to summon individuals or request documents from any government ministry, department, or agency.

He noted that as a revenue-generating agency, NECO must be transparent and accountable to Nigerians.

“NECO is allegedly implementing virements without the required legislative approval. If this is true, it constitutes a flagrant violation of our Constitution and the inherent powers of this Honourable House as enshrined therein,” Ogah stated.

He, therefore, urged the House to examine NECO’s budget and internally generated revenue (IGR) performance from 2023 to date, as well as scrutinise its bank statements and evidence of remittances to the federation account within the same period.

In his ruling, the Deputy Speaker, Rep. Benjamin Kalu, who presided over the plenary, directed the Committee on Basic Education and Examination Bodies to investigate the allegations and report back to the House within three weeks.
