Libya’s Ministry of Health, under the Government of National Unity and the World Health Organization (WHO) have signed a strategic cooperation framework outlining a technical partnership for 2026–2027.
The agreement was signed in Tripoli by Libya’s Minister of Health, Mohammed Al-Ghouj, and the WHO Regional Director for the Eastern Mediterranean, Hanan Balkhy.
The partnership is designed to strengthen Libya’s healthcare system by improving primary healthcare services, supporting hospitals and clinics, enhancing operational efficiency, and developing referral and emergency response systems.
According to the Libyan government, years of armed conflict have continued to hamper efforts to provide essential public services, including healthcare.
Also present at the signing ceremony were the WHO Country Representative in Libya, Ahmed Zouiten, and technical teams from both sides.
