Russia Open to New Ukraine Peace Proposals, Diplomat Says

Russia is willing to consider fresh proposals aimed at ending the war in Ukraine, provided they reflect what Moscow describes as the “realities on the ground”, Deputy Foreign Minister Sergei Ryabkov has said.

Ryabkov said Russia remained open to dialogue with the United States and was prepared to examine ideas that aligned with the objectives set by President Vladimir Putin.

“The Russian Federation is ready to listen to any reasonable proposals and ideas that are in line with the goals set by the Russian president and meet the ‘realities on the ground.” 

He added that Moscow was particularly interested in whether Washington could influence Ukraine and its European supporters towards a settlement acceptable to Russia.

US-Russia Talks Face Challenges

Efforts by the US and Russia to negotiate an end to the Ukraine conflict have made limited progress.

The Kremlin said it had no information about a possible new visit to Moscow by US presidential envoys Jared Kushner and Steve Witkoff, who have previously taken part in negotiations.

US Secretary of State Marco Rubio said last month that Washington remained committed to helping end the war but acknowledged that reaching an agreement would require finding common ground.

Russia currently controls about a fifth of Ukraine’s internationally recognised territory. Moscow has repeatedly insisted that any settlement must take account of what it calls the new realities created by the conflict.

Moscow Seeks Nuclear Dialogue

Ryabkov also said Russia remained interested in maintaining discussions with the US on nuclear weapons.

The New START treaty expired in February, leaving the world’s two largest nuclear powers without a binding agreement limiting their strategic arsenals.

Russia has said it will continue observing the treaty’s limits as long as Washington does the same.

“We remain open in the future to find political and diplomatic ways to stabilise this area,” Ryabkov said.
