Ukrainian President Volodymyr Zelenskiy arrived in Paris on Monday to finalise a sweeping defence package with France, aimed at dramatically strengthening Ukraine’s air-defence capacity and combat aviation.

He told followers on X (formerly Twitter): “A historic agreement … will significantly strengthen our combat aviation, air defence, and other defence capabilities.”

Among the expected elements of the deal are:

  • Aster 30 surface-to-air missiles for Ukraine’s SAMP/T air-defence systems.

  • Additional Mirage fighter jets, beyond earlier commitments.

  • A potential 10-year strategic aviation agreement that could include Dassault Rafale combat jets.

Some aircraft could come directly from French stock, while others would be part of longer-term procurements, as Ukraine works toward building a fleet of 250 warplanes, including U.S.-made F‑16s and Swedish Gripen jets.

Zelenskiy’s visit comes amid intensified Russian drone and missile attacks, particularly in southeastern Ukraine.

From the French side, President Emmanuel Macron’s office said the agreements underscore a pledge to “put French excellence in the arms industry at the service of Ukraine’s defence” and help Kyiv acquire the systems it needs to counter continued Russian aggression.

As part of the visit, Zelenskiy is also scheduled to attend a briefing with Dassault and other French defence manufacturers, before signing a letter of intent and contracts.

Later in the day, a forum will bring together Ukrainian and French companies in the drone sector, reinforcing bilateral cooperation in unmanned systems.
