China Passes New Law to Combat Cross-Border Corruption

China has passed a new law aimed at combating cross-border corruption, strengthening international cooperation and protecting the country’s sovereignty and security, state news agency Xinhua reported on Friday.

The legislation forms part of President Xi Jinping’s longstanding campaign against corruption, which has remained a major focus of his leadership.

In an article published on Thursday by the Communist Party’s People’s Daily, top anti-corruption official Li Xi called for stronger legal measures to address corruption involving multiple countries.

Li said the legislation would strengthen efforts to track down fugitives, prevent suspects from fleeing and recover illicit assets, while improving enforcement in cross-border corruption cases.

According to Xinhua, the draft legislation was first reviewed in August 2025 before undergoing revisions this month to expand its scope.

One of the changes includes support for developing a fairer global framework for anti-corruption governance.

The revised law also introduces stricter confidentiality requirements, directing investigators to safeguard state secrets, commercial information and personal data obtained during investigations.

It further strengthens compliance obligations for Chinese companies involved in international business, requiring them to establish anti-corruption functions based on their size, business operations and exposure to risks.
