The Presidential Amnesty Programme (PAP) has concluded the distribution of 663 laptops to final-year students under its scholarship scheme across universities in Nigeria, as part of efforts to boost academic research and support students’ learning.
The laptops were distributed to beneficiaries in 26 partnering and 72 non-partnering universities during an exercise that spanned April to May 2025. In addition to the distribution, the PAP conducted physical verification and orientation for 3,171 newly admitted students for the 2024/2025 academic session.
This initiative was announced in a statement on Wednesday by the Special Assistant on Media to the PAP Coordinator, Mr Igoniko Oduma. According to the statement, several teams led by the Head of Education, Dr Charles Ariye, visited various universities to carry out the laptop distribution as well as the verification and orientation programme.
PAP Coordinator, Dr Dennis Otuaro, reiterated that the distribution of laptops was in fulfilment of a promise he made during his 2024 visit to partnering institutions. He emphasised the importance of mobile computing devices in aiding students’ academic research and improving learning outcomes.

Otuaro urged the beneficiaries to make effective use of the laptops, stressing the need to justify the government’s substantial investment in their education. He also highlighted the significance of the verification and orientation exercise as a measure to ensure due process, transparency, and accountability in the management of the scholarship scheme.
“The verification allows us to take proper stock of our beneficiaries, while the orientation helps familiarise them with our education policy and expectations,” he explained.
Dr Otuaro encouraged the students to prioritise their studies and avoid any behaviour that could derail their academic and future prospects. He reaffirmed the PAP’s commitment to the development of the Niger Delta, in alignment with President Bola Ahmed Tinubu’s agenda for peace, stability, and progress in the region.
“We will continue to collaborate with universities to expand access to education for Niger Delta youths, bridging the human capital gap and contributing to national development,” he said.
He thanked President Tinubu for his steadfast support of the Amnesty Programme, describing it as a reflection of the President’s genuine concern for the region and its youth.
