Dangote Refinery Approves 20 Marketers for PMS Purchases

The Dangote Petroleum Refinery has approved 20 petroleum marketers to purchase Premium Motor Spirit (PMS) under a new consortium arrangement, as the refinery tightens its distribution structure amid an ongoing dispute over imported fuel.

The approval was contained in a communication circulated to marketers on Thursday, October 8, 2026, stating that all PMS purchases from the refinery would henceforth be channelled through the approved consortium members.

The development follows Dangote Refinery’s decision to stop supplying petrol to major marketers it identifies as fuel importers.

The refinery had said on October 6 that it would no longer sell PMS to marketers importing petroleum products, accusing some of blending its Euro 5 petrol with imported fuel.

The 20 approved marketers are: Heyden, Integrated, Techno, Fatgbems, NIPCO Plc/11 Plc, AA Rano, Conoil, AYM Shafa, Northwest Petroleum & Gas, Ardova Plc, NNPC Retail, Masters Energy, Nepal Energies, Sobaz, Optima Energy, Bovas, Soroman, MRS, TotalEnergies and Rainoil/Eterna.

The new arrangement gives the approved companies a more direct role in the distribution of petrol produced by the refinery.

It also comes amid growing tensions between domestic refiners and fuel importers over market access, product quality and the continued issuance of import licences.

Marketers have challenged the restriction, while the Independent Petroleum Marketers Association of Nigeria (IPMAN) said Dangote Refinery was being selective in determining the marketers it supplied.

The development is expected to further shape competition between locally refined and imported petroleum products in the Nigerian downstream market.
