The Nigerain Government has signed a landmark Memorandum of Understanding (MoU) with DALIL Engineering Company, United Arab Emirates (UAE), to deploy Advanced Cargo Information (ACI) systems across Nigerian airports.
Minister of Aviation and Aerospace Development, Festus Keyamo, who signed the agreement on behalf of the Federal Government, described the MoU as “a bold step towards repositioning Nigeria as a leading aviation and logistics hub in Africa.”
Keyamo explained that implementation would begin with feasibility studies in October 2025, followed by a nationwide rollout in the third quarter of 2026.

He added, “The adoption of ACI systems will be a game-changer for Nigeria’s aviation and cargo operations. It will strengthen aviation security through early detection of high-risk cargo, reduce clearance bottlenecks, streamline cargo processing, improve efficiency, enhance government revenue assurance via real-time data capture, facilitate international trade, and boost Nigeria’s position as a regional logistics hub.”
On the significance of the partnership with DALIL UAE, a globally recognized provider of aviation security and cargo solutions, Keyamo stressed, “This MoU is not just about technology transfer; it is about building resilience, efficiency, and competitiveness in Nigeria’s aviation sector. Nigeria is now set to leverage cutting-edge innovation to drive security, trade facilitation, and revenue growth.”
He further assured that the Federal Government will provide the necessary enabling policy environment to ensure smooth implementation and sustainability of the project.
