Türkiye has formally launched its 2026–2030 Artificial Intelligence Action Plan, aimed at strengthening technological independence and positioning the country as a global artificial intelligence hub.
The new roadmap, signed by President Recep Tayyip Erdoğan, was published in the Official Gazette on Tuesday following its initial presentation in June.
Coordinated by the Ministry of Industry and Technology, the plan seeks to support sustainable digital transformation and build a stronger domestic AI ecosystem.
The strategy is structured around four stages: “notice, utilise, produce and manage” with a focus on developing skills, expanding infrastructure and ensuring responsible use of artificial intelligence.
Industry and Technology Minister Mehmet Fatih Kacır said AI had become an important factor in economic growth, competitiveness and national sovereignty.
The government said the new framework builds on progress made under the 2021–2025 National AI Strategy while introducing measures to address emerging technological challenges.
A key target is to provide AI literacy training to five million citizens across Türkiye’s 81 provinces within two years. Authorities also plan to train 10,000 advanced specialists and 100,000 professionals capable of applying AI technologies.
The plan further calls for the preparation of at least 2,000 public datasets and the development of legal and ethical safeguards to protect users’ rights.
Türkiye also aims to raise the country’s total data-centre computing capacity to one gigawatt by 2030. In addition, 20 million GPU-hours will be made available to researchers, startups and small businesses to improve access to computing resources.

Under the roadmap, public institutions will be required to allocate at least two per cent of their investment budgets to AI-related projects. Pilot initiatives have already begun in key sectors, including healthcare, energy and smart manufacturing.
The government also plans to establish AI growth zones at campuses with suitable energy and infrastructure, while new research and growth funds will support domestic AI projects.
The strategy additionally encourages the development and export of Turkish sector-specific language models and robotics technologies as part of efforts to expand the country’s role in the global AI industry.
