Ukraine is preparing to submit a revised peace plan to the White House, aiming to avoid territorial concessions to Russia, President Volodymyr Zelensky said.

The proposal, expected to be sent as early as Tuesday, comes after intensive weekend negotiations between Ukrainian and U.S. officials failed to produce a deal acceptable to Kyiv, AFP reported.

Speaking during meetings with European and NATO leaders on Monday, Zelensky reiterated that Ukraine would not surrender land, saying such a move would violate Ukrainian and international law.

“Russia is insisting that we give up territories, but we don’t want to cede anything,” he said. “We have no legal right to do so under Ukrainian law, our constitution, and international law. And we don’t have any moral right either.”

Zelensky has consistently maintained that any changes to Ukraine’s borders would require approval through a public referendum. He identified the eastern Donbas region and the Zaporizhzhia nuclear power plant as particularly sensitive issues.

The original, leaked version of a U.S.-backed plan reportedly called for Ukraine to hand full control of the Donbas to Russia, despite Kremlin forces failing to capture the region entirely after nearly four years of war.

Officials in Kyiv and across Europe have indicated that revisions to the plan have been made in recent weeks, with many praising the U.S. administration’s efforts to mediate an end to the conflict.

Zelensky’s current diplomatic tour of Europe forms part of a broader effort to discourage the United States from endorsing a peace deal that could leave Ukraine vulnerable to future Russian aggression.
